States, FCT receive N2.9tn special FAAC allocation for security, infrastructure in two years
Nigeria’s 36 states and the Federal Capital Territory (FCT) received a total of N2.9 trillion in special allocations for security and infrastructure projects between 2024 and 2026, according to documents presented at the June 2026 meeting of the Federation Account Allocation Committee (FAAC).
The documents, reviewed by TheCable, show that the funds were disbursed under a category tagged “intervention to states infrastructure and security.” The allocation is reportedly deducted from gross revenue before FAAC distributes net revenues among the federal, state and local governments.
A section of the report titled Ledger of Savings on Intervention to States Infrastructure and Security revealed that N3.17 trillion was budgeted for the programme between March 2024 and June 2026, with N2.9 trillion already released.
The report indicated that the funds were sourced from non-oil revenues.
Monthly disbursement records show that states and the FCT received N259 billion in April 2024 and N222 billion in May 2024. Allocations later rose to N370 billion in September 2024 before declining to N333 billion in December.
In 2025, disbursements included N216 billion in February, N200 billion in April, and N250 billion each in May, June and July. The amount later dropped to N100 billion in August.
For March 2026, FAAC released N198 billion to states and N5.5 billion to the FCT, bringing the month’s total allocation to N203.5 billion. An additional N252 billion was disbursed in May 2026.
The special intervention fund has largely remained outside public attention, with many state governments and the FCT administration rarely providing detailed accounts of how the allocations are utilised.
