Kwara govt begins 2% health insurance deductions for civil servants
The Kwara State Government has commenced the implementation of its health insurance scheme for civil servants, with a 2% salary contribution from workers matched by an additional 2% contribution from the state.
The workers’ contribution is reflected in the September 2026 salary payroll, following negotiations with organised labour on the implementation of the scheme.
Under the arrangement, the state and civil servants will share the cost of financing healthcare on a 50:50 basis, with the combined contributions ringfenced for the purchase of healthcare services from accredited providers across the state.
The Kwara State Health Insurance Agency (KWHIA) will manage the funds, with emphasis on transparency and accountability.
The scheme is designed to provide health insurance coverage for enrolled civil servants, up to five dependants below the age of 18, as well as dependent students under their direct care.
KWHIA said enrolled civil servants and eligible dependants are expected to begin accessing healthcare services under the scheme from December 1, 2026.
The agency said it had concluded technical and logistical arrangements with accredited healthcare providers across the state ahead of the commencement date.
A multi-stakeholder implementation committee inaugurated by the Office of the Head of Service will oversee the implementation of the programme.
The committee comprises representatives of the Office of the Head of Service, Ministry of Finance, Office of the Accountant General, organised labour unions and KWHIA.
It is expected to monitor implementation, review milestones, address emerging concerns and receive regular updates on the progress of the scheme.
Ahead of the salary deductions, KWHIA conducted sensitisation exercises across Ministries, Departments and Agencies to inform civil servants about the scheme and its implementation.
The agency said enrolment officers would also be deployed to register civil servants who were not captured during the initial registration exercise conducted between April and July 2026.
The ongoing enrolment will also allow workers to complete biometric verification and select healthcare facilities ahead of the December 1 commencement.
The agency said the scheme was designed to reduce workers’ reliance on out-of-pocket payments for healthcare while providing more sustainable access to healthcare services.
