Nigeria’s youngest lawmaker Rukayat Shittu’s electric power sector bill to revolutionize energy access passes first reading in Kwara Assembly

In a groundbreaking development for energy reform, the Kwara State House of Assembly has introduced the Kwara State Electric Power Sector Bill, 2025, spearheaded by Nigeria’s youngest lawmaker, Hon. Rukayat Motunrayo Shittu.

The bill, which successfully passed its first reading during Tuesday’s session, aims to repeal the Electricity Board Laws of 1992 and 2006, establishing a new legal framework for electricity generation and distribution in Kwara State. “This bill is about creating an enabling environment for reliable power and empowering our communities through decentralised electricity networks,” Hon. Shittu stated, emphasizing the critical need for dependable energy supply across the state.

At only 27 years old, Hon. Shittu, who serves the Owode/Onire constituency, is actively addressing the persistent challenges of unreliable electricity. Her proposal is designed to decentralise power supply, attract private investments, and foster economic development in the region.

The legislation aligns with recent constitutional amendments that grant state governments the authority to regulate electricity, paving the way for innovation and increased energy independence at the local level.

Members of the House have commended the initiative, recognizing it as a progressive action that could lead to independent power projects (IPPs) and increased private sector participation, ultimately improving energy access for both rural and urban communities.

As the bill now prepares for its second reading, lawmakers will delve into the principles and potential impacts that this significant reform may bring to Kwara’s energy future.
