Adamawa govt trains Councils personnel on procurement process
The Adamawa Government has begun one-day training for personnel of the tender board in the 21 local government areas to promote good procurement processes.
Abba Umaru, Director-General, State Bureau of Public Procurement, stated this at the inauguration of the exercise on Monday in Yola.
Umaru said the core objectives of the training exercise was to equip the participants with relevant knowledge and skills to effectively function in their line of duties for better performance.
“The training is in collaboration with the state Ministry for Local Government Affairs, aimed at boosting the capacity of tender board staff in the 21 LGAs of the state.
“Due to the sensitive nature of procurement and procedures, henceforth all procurement of goods, works and services must strictly conform to the provisions of the state Public Procurement Law 2020, as amended.
“The state has domesticated the procurement cadre thus making it mandatory for Ministries, Departments and Agencies (MDAs), including LGAs and state own tertiary institutions to create their various procurement departments and units.”
According to him, the creation of procurement departments in all government establishments is necessary to strengthen the procurement law towards ensuring that processes are followed accordingly.
In his remarks, Alhaji Yayaji Mijinyawa, Commissioner for Local Government Affairs, urged the participants to pay attention to the training to enable them to acquire more knowledge in their field of operations.
Also speaking, Dr Pitton Power, Chairman, Adamawa Local Government Service Commission, described public procurement as significant in ensuring sustainable development of the state.
“Any structural shortcomings relating to public procurements are of a great hindrance to the effective use of structured funds.
“This arise from interruption of payments, financial corrections in the case of wrong doing and for failure of preventive system to detect errors,’’ he said.
Power said the concept of procurement advanced planning scheduling and bulk purchasing result in cost saving , efficient business operation and increased value for money.
He said that procurement officers at the state and local levels were expected to use procurement as an opportunity to evaluate and review the entire process for sound judgment and good decision making. (NAN)
